Fuad Alakbarov

Founder & Director

Caspian Circle was founded by Fuad Alakbarov on the belief that strong leadership and effective governance are essential for a nation’s success and transformative growth.

Under Alakbarov’s guidance, Caspian Circle partners with political leaders around the world to drive impactful change for their citizens. We offer strategic, policy, and implementation support—harnessing the power of technology as a catalyst for progress.

Fuad brings a wealth of experience to his role, having previously interned at the Scottish Parliament. His insights are regularly featured in leading publications such as Daily Sabah, The Jamestown Foundation, The Jerusalem Post, and openDemocracy.

He is also an active member of the Royal Society of Asian Affairs and participates in the Scottish Parliament’s Cross-Party Group on Racial Equality.

Eric Spencer

Eric Spencer has more than 20 years of experience in brand and reputation strategy and is a passionate advocate of the power of a highly differentiated brand and reputation.

He led major corporate reputation research projects for organisations such as Samsung, Tesco, Centrica, Aviva and British Gas. 

Leyla Najafi

Researcher

Leyla Jafari is an independent researcher focusing on politics and social transformations in Eastern Europe. She has also worked as a consultant for the United Nations Economic Commission for East Africa.  

Carolina Silva

Researcher

Carolina Silva specializes in analyzing European Union policy, with a focus on artificial intelligence. 

Based in Manchester, she aims to strengthen global connections with the EU by ensuring that governments are well-prepared to collaborate on a range of policies.
